The Professional Regulatory team held their spring
seminar on Tuesday 20 April and were joined by:
Rosie Varley
OBE: chair of General Social Care Council (GSCC), chair of
the Public Guardian Board, and a member of the Mental Health and
Disability Living Allowance tribunals. From 1997 to 2007 Rosie was
chair of the General Optical Council. From 2002 she was a member of
the Council for Healthcare Regulatory Excellence (CHRE - which
oversees all health regulatory bodies), and acted as its chair from
2006 to 2008. Formerly she was one of the Appointments
Commissioners, an NHS regional chairman, and an NHS trust
chairman.
Teresa Murphy: barrister, Professional
Regulatory team, Blake Lapthorn. Following practice in Chambers,
Teresa worked as an in-house counsel with the Nursing and Midwifery
Council (NMC). She currently investigates and prosecutes regulatory
offences before professional conduct/competence and fitness to
practice committees in the healthcare and education sectors. Teresa
will provide a general law update for delegates in areas affecting
professional regulation.

like? - Rosie Varley, chair of the General Social Care
Council.
Drawing on her experience in a number of regulatory roles, Rosie
identified what she believes to be the key features of an effective
professional regulator, and the lessons to be learned from recent
failures and achievements.
