blow to eco-homes?
It is central to the UK Government's climate change policy that
all new build homes must be zero-carbon by 2016. One aspect of this
is allowing 'energy service companies' to provide power for entire
housing estates using renewable or other fuel efficient
sources.
The European Court of Justice has ruled that in certain
circumstances such schemes may be unlawful. Many larger housing
schemes have included such arrangements and this ruling has thrown
in doubt these and future schemes.
