food and feed law and cross compliance

Under the 'cross-compliance' scheme, in order to qualify for the full single payment and other direct payments, farmers are required to comply with a set of statutory management requirements (SMRs) which relate to public, animal and plant health, environment and animal welfare as well as keep their land in good agricultural and environmental condition.

There have been a number of changes to the requirements and standards for the 2010 scheme year including two new requirements to the Food and Feed Law SMR.

The first change introduces the requirement to take account of the results of any analyses carried out on samples from food-producing animals, plants, animal feed or other samples taken for diagnostic purposes that have importance for human and animal health as well as simply recording the analyses.

The second places the obligation on food and feed business operators to ensure their produce does not contain traces of pesticides or veterinary medicines that exceed the stated statutory Maximum Residue Level.
