Chris is a regulatory specialist with accreditation as a
solicitor-advocate. His experience in assisting regulators with the
drafting of procedures, rules and codes of conduct includes
conducting a complete audit of the disciplinary regulations of an
regulator. He followed up that overhaul with the training of that
regulator's committee members with respect to statutory
interpretation and judicial review. He has trained professional
regulatory members and has presented seminars to committee members
on topics such as proportionate sanctions, the Human Rights Act,
judicial review and a regulator's duty to give reasons. He has also
provided advice to regulatory clients as to applicability of the
Data Protection and Freedom of Information Acts. He has particular
insight into the challenges facing regulators, having worked on
secondment as the Assistant Registrar to one of our regulatory
clients.
Being an advocate with Higher Rights of Audience, he has managed
some of the most complex and sensitive investigations on behalf of
regulators, providing advice as to the strength and admissibility
of evidence, drafting allegations and prosecuting allegations
before Fitness to Practise, Professional Conduct and Professional
Competence Committees. He sits as a Legal Advisor to the
Professional Conduct and Competence Committee of the General
Teaching Council and is a member of the Association of Regulatory
and Disciplinary Lawyers.
