The Highways Agency has admitted that 'Specs' speed cameras installed on the M27 between Fareham and Portsmouth in Hampshire cannot be used because one of them has been put in the wrong place. They are being used in an attempt to control a 50mph speed limit during nine months of road works. The offending Specs speed camera is positioned at junction 11 but has been sited too far back from the junction.


The Specs cameras use automatic number plate recognition technology to track a vehicle between two points and work out its average speed. The camera was in use on the east bound carriageway, and although this camera has been removed, the camera monitoring the west bound carriageway is still operational.
